In Bosnia after the civil war, NGO workers discover a body in the district's last working well. They need to remove the body but rope is nowhere to be found. It is even questioned whether the contaminated well is just a ploy for people to be able to make money by selling drinking water. Driving around the war-torn country carrying out their duties American Mambrú (del Toro) and French Sophie (Thierry) help out a young boy whose soccer ball has been stolen by older boys with a gun. Now they need not only a rope but also a new ball! The country is still in turmoil and simultaneously American B (Robbins) and Russian Katya meet obstacle after obstacle on their way to the UN site.
The NGO workers try their best to remain idealistic but not getting through military roadblocks and not being able to serve the needs of the people are frustrating experiences. Somehow in the midst of all this chaos there are some very funny scenes and remarks which would probably be the only way to actually get through daily life in such circumstances. Sophie sarcastically describes the events of the film as "a perfect day." ( )
